To build using the Blueprint, buy the UEF Bike first and then source the remaining 9 items from the market. Support-1 is designed for mid-air rescue and salvage operations. It has vertical thrusters to be able to hover in one place without using anti-gravity generator, because those are expensive, huge and heavy! It's M core, so you can easily tow S and XS core ships with it. There's a nice landing pad that can fit most S core ships easily.
