If you don't plan on mining, it can be deleted. The Outpost is built on the top half of a Medium Core. It can be placed with the lower door at ground level, with half the core below the ground to allow for an underground factory. Or the core can be raised up as high as you want, and the lower door and support structure can be copy and pasted to extend it to the ground. Rotate so that corner faces you and the opening will be facing you. The concrete foundation is 7 voxels high and can be set down to accommodate most terrain on Alioth with minimal or no flattening.
