There are no current plans to copy guild halls to static cores.

The Phantom is an M Core Hauler designed to be versatile. It comes with a Large Shield, Warp and plenty of cargo. 6 Large containers and 14 small containers. The primary container hub holds exactly 1200KL for 3 save zone missions. The secondary is for warp cells and scraps. The blueprint and tokenized versions both come with the Wraith Scout XS core ship. The jumper is equipped with two medium uncommon military Atmo engines and 1 med uncommon military Space engine. 2 XS space engines to help you land on asteroids and space stations. 4xs basic containers to have a little cargo if you need.
