As the Rock Raiders continued their expanse they started finding, stealing, and then revamping UEF designs. One of their hauls was a sub orbital platform. Possible problems: while connecting the North, East, South and West cores to the base core you may have to remove glass panels from the base (4 in the center) and then place them back when the core is placed.
